In a statement released on Friday, the Football Association (FA) confirmed that the sanctions relate to breaches of the Football Agent Regulations, Regulations on Working with Intermediaries, and Third Party Investment in Players Regulations.
According to the FA, the misconduct was self-reported by Chelsea’s current ownership after completing the purchase of the club.
The governing body added that investigations into the conduct of individuals connected to the case are still ongoing.
The FA stated that Chelsea admitted to all 74 breaches before an independent Regulatory Commission hearing.
Initially, the Regulatory Commission imposed a six-point deduction, suspended until 30 June 2027, in addition to the £10 million financial penalty.
Chelsea appealed the suspended points deduction, and an independent Appeal Board later overturned that sanction. In its place, the board imposed a two consecutive transfer-window registration ban, which has also been suspended until 30 June 2027.
The FA confirmed that the £10 million fine was not appealed by Chelsea and will remain in force.
According to the governing body, the entire amount of the financial penalty will be invested in grassroots football to support the development of the game across England.
The FA also confirmed that its investigation into the conduct of individuals connected with the case remains ongoing, meaning further action could still follow depending on the outcome of those inquiries.
With the sanctions suspended until June 30, 2027, Chelsea will only face the transfer ban if the club breaches the relevant conditions during the suspension period.
