Abia Assembly Creates Property Tenancy Regulatory Law

The Abia State House of Assembly has passed into law House Bill H.A.B. 34, formally establishing the Abia State Property Tenancy Regulatory Authority to address a growing crisis of excessive rents and predatory practices by landlords and property agents across the state. 

The legislation, which passed under the leadership of Speaker Emmanuel Emeruwa, was jointly sponsored by Deputy Speaker Augustine Okezie and lawmaker Mandela Obasi, and responds directly to widespread complaints from residents of Aba and Umuahia who have faced sharp and unjustified increases in both residential and commercial property costs — with many blaming collusion between agents and landlords for the surge.

The Abia State Property Tenancy Regulatory Authority is designed to serve a dual mandate, protecting tenants from exploitation while simultaneously safeguarding legitimate property owners against tenants who breach their agreements or act in violation of established terms. 

This balance sets the new body apart from a purely tenant-focused intervention and acknowledges that the property market challenge in Abia cuts in more than one direction. 

Residents in Aba particularly have described an environment where agents operate with little accountability, setting fees and conditions that far exceed what the local economy can reasonably absorb, leaving many families and small business operators without adequate recourse.

The same legislative session produced two additional reforms that signal a broader agenda of institutional strengthening by the Abia assembly. 

Lawmakers passed a bill to accelerate the administration of criminal justice in the state’s courts, aimed at reducing case backlogs and ensuring that all parties receive fair hearing within a more responsive timeline. 

A restorative justice measure was also approved, requiring individuals who inflict harm on others within Abia to take active responsibility for their violent actions — a step that moves the state’s legal framework toward rehabilitation and accountability rather than punishment alone.

Taken together, the three bills represent one of the more substantive legislative sessions the Abia State House of Assembly has held in recent memory. 

The Abia State Property Tenancy Regulatory Authority, in particular, will face its most important test in the months ahead as it moves from legislation to implementation — and as landlords, agents, and tenants across Aba and Umuahia watch to see whether the new body carries genuine enforcement authority or remains, as many similar bodies in Nigeria have, a framework without teeth.
