All You Need To Know About The Student Loan Bill

The Student Loan Act of 2023 is a new law that was passed by the National Assembly and signed into law by President Tinubu on Monday 12 June, 2023.

The purpose of the Bill reads: "A Bill for an Act to provide for easy access to higher education for Nigerians through an interest-free loan from the Nigerian Education Bank established in this Act to provide education for Nigerians and other purposes connected thereto."

The law makes a number of significant changes to the student loan program in Nigeria, including:
 
Setting the interest rate on student loans to 0%. This means that borrowers will no longer have to pay interest on their student loans.
 
Allowing borrowers to refinance their student loans at a lower interest rate. This will make it easier for borrowers to pay off their loans.
 
Creating a new income-driven repayment plan. This plan will cap monthly payments at 10% of a borrower's discretionary income.

The Bill was sponsored by Speaker of the House of Representatives and Chief of Staff to the President-designate, Femi Gbajabiamila.

The interest rate on student loans will be set to 0% for the first five years after the law is passed. After that, the interest rate will be set by the Central Bank of Nigeria.

Borrowers will be able to refinance their student loans at a lower interest rate through the Nigerian Education Bank.

The loan bill provides interest-free loans for indigent Nigerian students.

The funds for the student loan bill will be domiciled in the Ministry of Education.
The fund can only be accessed by indigent Nigerian students of tertiary institutions.

The law is to provide easy access to higher education for Nigerians who can’t afford to pay for it through interest-free loans from the Nigerian Education Loan Fund.

The bill allows for the establishment of a Nigerian education bank. It also will receive applications for student loans through higher institutions on behalf of the students and screen them.

The Student Loan Bill recommended two years imprisonment or N500,000 or both for students who default in repayment or anyone found aiding defaulters.
